Xi'an has unveiled its 2026 development plan for the city's automotive industrial chain, highlighting its current strengths and future ambitions.

Xi'an's new energy vehicle output surged from fewer than 300,000 units in 2021 to over 1 million in 2025, with an average annual growth rate exceeding 30 percent. The city has emerged as one of the country's fastest-growing hubs for the new energy vehicle industry.

In 2025, new energy vehicles accounted for more than 60 percent of both Xi'an and Shaanxi's total automobile output. New energy vehicles have become the clear mainstay of Xi'an's automotive industry, with the city standing as the core driving force behind Shaanxi's automobile sector.

The layout clearly defines the industrial positioning of different areas of the city, enabling all districts, counties, and development zones to identify their respective roles.

Xi'an Hi-tech Industries Development Zone is home to leading enterprises including BYD and Shaanxi Fast Auto Drive Group Co. A complete, closed-loop industrial chain has taken shape here, covering vehicle manufacturing, power batteries, transmissions, and key components.

Xi'an Economic and Technological Development Zone is Shaanxi province's only manufacturing hub that hosts leading manufacturers of both commercial and passenger vehicles. Shaanxi Heavy Duty Automobile Co, Geely, as well as dozens of key supporting enterprises, are scattered across the zone. With a diverse product lineup of heavy trucks, special-purpose vehicles, and passenger cars, it serves as a major pillar sustaining the steady growth of Xi'an's automotive industry.

Xixian New Area is emerging as a new growth pole for new-energy commercial vehicles and green auto parts. Key enterprises are accelerating their efforts to seize opportunities in the green and low-carbon sector.

Gaoling district focuses on developing engines, special-purpose vehicles, wiring harnesses, precision stampings, and chassis components, forming in-depth supporting ties with the commercial vehicle industry in Xi'an Economic and Technological Development Zone.

Yanliang district concentrates on precision machining and component manufacturing integrating aviation and automotive sectors, achieving remarkable progress in applying military technologies to civilian use.

Huyi district has built solid capabilities in traditional sectors such as chassis components, engine pistons, and connecting rods, providing indispensable support.

Lianhu district focuses on automotive active safety products, while Chang'an district is developing a green circular economy, centered on end-of-life vehicle recycling and post-treatment systems.

Xincheng district, Lantian county, Yanta district, Weiyang district, and Lintong district provide comprehensive supporting services in automotive electronics, transmission components, intelligent manufacturing, industrial services, and talent training, respectively.

Xi'an will use this framework to assess industrial resources, strengthen precise coordination between supply and demand, and promote investment across the industrial chain in areas where gaps remain, thereby upgrading the city's automotive industry chain toward greater specialization.
